Prior to the assistance government personnel records were managed manually with each agency or institution maintaining its own files. In addition to the lack of control within each specific government body, comprehensive information necessary for decision-making and planning was not available, and reports that were prepared often took weeks to produce.

The Center organized several meetings and workshops were held with senior level employees of the oversight agencies to discuss issues and problems related to human resource management and to develop recommended solutions.

In order o improve internal communication and efficiency and to enhance citizen awareness of the work of the CSB, a website was created. Studies and research summaries are published on the agency website as well as recruitment examination announcements and results. Citizens can also address concerns and complaints to government officials directly through the internet. Authorized staff can access the Civil Service Board’s Personnel Management System for statistical information via the website as well.

Following these meetings and workshops, the information regarding civil servants needed by the Civil Service Board was redefined and workshops were held for senior level employees dealing with personnel issues from each agency to discuss the best ways of gathering, verifying, and approving this employee data.

Based on the discussions and the conclusions of the meetings and workshops held with the agency employees, the Center developed the Personnel Management System taking into consideration the issues addressed throughout the assistance efforts. The system offers a modern tool for managing the human resources of the three government sectors: ministries and public administration; public institutions; and major municipalities (Beirut, Tripoli, and others). Detailed and accurate information for each civil servant can now be maintained by the Civil Service Board, and harmonized with that of other government agencies utilizing the system including the other key oversight agencies, the Court of Audit and the Central Inspection Board.

A Payroll System that is directly linked to the Personnel Management System has also been developed. All information impacting the determination of payroll is registered in the Personnel Management System, with changes to any of those files automatically reflected in the payroll files without multiple updates being required. In addition to the increased internal control and efficiency as a result of the assistance efforts, accurate information is now more widely available for decision-makers to use in formulating public policy,
