CLD in Lebanon
Since 1993 the Center for Legislative Development of the State University of
New York (SUNY/CLD) has worked in Lebanon as a catalyst for modernization in
government institutions. Supported by cooperative agreements with the United
States Agency for International Development
(USAID),
projects outlined in Memoranda of Understanding with the Government of
Lebanon have been implemented at the legislative level for the Lebanese Parliament, at the executive
level for the oversight agencies, and at the local level for regional and local
government.
The Center's approach to institutional development in Lebanon has emphasized
technical and professional support and focused on the information technology
and human resource bases that define administrative conduct. This approach has
proved particularly appropriate given the needs of a country that suffered the
devastating effects of a long civil war and needed the type of internal
restoration that such projects could provide.
Projects in Lebanon are managed through the central office located in Beirut,
with support to regional and local governments provided by three offices in
Sidon, Tripoli, and Zahle. From one employee, the Project Director, SUNY/CLD in
Lebanon has grown to an organization that includes a number
of program and technical assistants, as well as numerous
consultants and experts in public administration, finance,
information technology, and law.
