SUNY/CLD, in cooperation with the Civil Service Board (CSB), organized a workshop on December 14, 2009 at Movenpick Hotel between CSB and various municipalities on the sustainability of information sharing programs.

Extending over all civil servants, the Civil Service Board (CSB) maintains records for each employee and establishes entrance and performance standards, rank and pay scales, promotion requirements and retirement regulations ensuring that its municipalities share personnel information in an efficient and effective manner. This event is one of many other encounters organized by SUNY-CLD that aims to improve the capacities of oversight agencies and municipalities under its jurisdiction and prepare municipal employees to maintain personnel information.

Discussions focused on administrative issues such as employees’ affairs and their personal files along with other financial subjects related to payroll issuance, allowances computation and deductions and their integration in electronic-based information sharing programs. Concerns voiced among municipalities included timely transfer of information between employees and CSB officials with regards to the submission of forms and files and clarification of financial requirements.

Over 50 employees from the CSB, the Ministry of Interior and Municipalities, and various municipalities attended the event, among whom were Dr. Mtanios Al Halabi, President in charge of employees’ administration in the CSB, who opened the workshop emphasizing the importance of SUNY’s assistance in the management of personnel files towards decentralization; and Mr. Khalil Al Hajal, Director General of Administrations and Local Councils of the Ministry of Interior and Municipalities.

While thanking the participants for attending, SUNY/CLD Lebanon Director Mr. Mahmoud Batlouni, expressed much hope that this session would bring further discussions and suggestions on the subject. He reiterated the importance of sharing and synchronizing information between the municipalities and the CSB in a concerted manner.
