Municipal Best Practices Workshop Focuses on Human Resource Management

With the support of USAID a best practices workshop focused on municipal human resource management
was organized on November 13, 2007 in Beirut by SUNY/CLD for 24 managers and senior staff from 10 major municipalities including Beirut, Tripoli, Sidon, and Zahleh.

SUNY/CLD Country Director Mahmoud Batlouni welcomed participants and provided a brief overview of the workshop, one in a series organized to allow municipalities to share experiences in support of greater efficiency and standardization in the management
of human resource information.

Previous workshops were held to establish a mechanism for ongoing identification of issues related to best practices to be addressed collectively, with municipalities providing feedback to SUNY/CLD that was studied extensively and summarized for use by all current workshop participants.

At the same time, recommendations for modifications - formulated during earlier workshops and now implemented - to the personnel management systems developed by SUNY/CLD were explained in detail to participants.

Prior to the closing of the session participants highlighted problems related to municipal work in areas outside the domain of human resource management, benefiting from the expertise of SUNY/CLD and the experience of other municipalities in confronting challenges common to all.
