Municipal Union Employees Receive Advanced Technical Training
Employees from six municipal unions participated in a specialized technical training workshop organized on October 25, 2007
in Beirut as part of overall assistance to municipal unions to encourage reform achievements to be sustained and to facilitate coordination on regional planning issues.
Specifically the workshop addressed issues related to the implementation of standardized budgeting, accounting,
and reporting procedures and processes developed under the program and now mandated for use by
all unions operating according to the General Accounting Law.
Experts from SUNY/CLD emphasized the importance of the automation of business processes captured in the Union Financial System developed in parallel with the standardized procedures,
and the results that could be anticipated if fully utilized.
A unified system with budgeting, accounting, and personnel data management components, the Union Financial System was developed to modernize and strengthen the financial and administrative capacities of unions.
Following the presentations of the team from SUNY/CLD, participants raised a number of issues regarding budget preparation mechanisms, budget execution procedures, revenues management, accounting transactions, and financial reporting tools.
