Beneficiaries
The Court of Audit (COA) is authorized to exercise administrative and judicial control
over government expenditure of public funds above a certain amount, usually $50,000.
The Civil Service Board (CSB) is responsible for compiling and maintaining personnel
information for permanent and contractual workers
The Central Inspection Board (CIB) is the primary institution responsible for the disciplinary
oversight of government employees
Overview
The Center has focused on
the utilization of information technology to automate
administrative, budgeting, and human resource tasks in
designing a set of complementary activities to improve the
work efficiency and output of the key oversight agencies.
Previously there was a lack of standardization and automation in processes and procedures,
as well as inadequate financial and personnel records. Computer equipment was provided,
customized applications were developed, and a Local Area
Network (LAN) was installed in each agency. In addition,
agencies were provided access to the internet, email
capability, and a website in order to increase efficiency
and transparency. More than 100 agency staff members have
been provided specialized training in the use of the
customized systems developed, and technical training has
been provided for in the maintenance of the equipment and
the programs. Each agency now has an IT manager and at
least one technical staff to maintain the systems. In
addition to assistance to support the automation and
standardization of administrative and financial tasks, the
Center has worked closely with each agency to develop
tools to enhance the oversight capacities.
