Citizen Transaction Guides for Batroun, Beit Mery, Chiyah, Choueifat, Hazmieh, Jbail-Byblos, Jounieh, Tripoli, Saida and Zouk Mosbeh. In response to the particular municipal rules and procedures in relatively large municipalities, a number of separate guides were developed. General information regarding municipal work, transaction forms and instructions, and the documents, fees and processing time for each type of municipal transaction are included in these publications. The guides were designed to increase public awareness of municipal processes and fees, and to enhance citizen relations with the municipal administrations.

The Municipal Citizen Guide is a general guide for all municipalities published to increase citizen awareness regarding municipal procedures, application forms, fees, documents required, processing time, and the complaint process. Thirty-five thousand copies were published and distributed to the municipalities to be made available to the public in Citizen Reception Offices.

The Budget Preparation and Execution Principles-Decree 5595 is an important reference guide written to enable municipalities to improve the effectiveness and quality of their work. It standardizes (in accordance with the Decree #5595/82) the administrative and financial procedures for municipal budget preparation and implementation. Background information and principles on budgeting are provided, as well as detailed instructions, legal definitions, guidelines for managerial supervision, and samples of financial, administrative, and municipal forms.

The Media's Role in Shaping Public Policy was published as a summary of two seminars, one in November 2002 and another in February 2003, conducted at the Library of the Lebanese Parliament. Funded by USAID, the seminars were organized by SUNY/CLD, the Lebanese Parliament, and the Forum for Parliamentary Dialogue to increase awareness of the importance of citizen participation in the legislative process and to facilitate communication between Parliament and both the media and the general public. Including an overview of the major issues addressed in the two seminars, transcripts of speeches, and a summary of participant recommendations for improving citizen participation in the legislative process, the publication is a useful reference for identifying concerns from both the civil society and legislative perspectives.

The MOIM Q & A Legal Reference Guide was published to encourage greater municipal compliance with regulations by ensuring broad access to official responses to legal inquires. Organized according to topic, the guide includes more than 700 questions - and the official responses - sent electronically to the Ministry of Interior and Municipalities (MOIM) via the agency website. Encompassing inquiries of municipal staff as well as citizens, the guide addresses the most common but also some of the most critical issues confronting municipalities in implementing laws with respect to administrative and financial work. Offering a clarification of ambiguities explained within the context of the 'spirit of the law', the guide includes legal opinions as relevant to support the answers provided. More than 6,000 copies of the guide have been distributed to municipalities, regional governments, central government ministries and agencies, NGOs and libraries.

The Municipal Budget System User Guides are detailed compilations of forms and instructions for use with the systems developed by the Center for municipalities subject to the accounting principles of Decree # 82/5595 and for those subject to the General Accounting Law. Designed to increase municipal awareness of the budget processes and procedures, the guides provide a step-by-step approach to the many components of the application and instructions on using the system to prepare the budget. Three thousand copies have been distributed to municipalities in Lebanon.

The Personnel and Payroll Systems' User Guide was developed to provide staff with a practical reference tool for use with the Personnel Management System and the Personnel Payroll System. Detailed instructions are provided for the following: development of organizational charts and job descriptions, maintenance of personal data files, preparation of payroll, and establishment of procedures for departmental and agency exchange of information. Each form is explained with essential points and main functions highlighted.
